Advocacy Update 08.23.23 – Last Month of Session

It is crunch time at the State Capitol! Legislators returned from their Summer Recess last Monday, August 14.

AIA California still has a number of our priority bills that are making their way to the finish line, including our sponsored bill, SB 342 (Valencia), which will aid in our industry’s Equity, Diversity, and Inclusion efforts, as well as bills that provide a fix to Government Code 1099 conflict of interest issues and further efforts to convert existing buildings into housing.

Before session adjourns for the year on September 14, legislators have a lot of work to do. Of 1,770 Assembly bills introduced this session, 1,055 have been sent to the Senate, and nearly 90 have already gone to Newsom’s desk. Of 890 Senate bills introduced, about 660 have been passed to the Assembly and nearly 50 to the governor.

This last month of the Legislative session is fast-paced and filled with many deadlines. Here are some of them:

  • September 1 – Last day for fiscal committees to meet and report bills to the Floor
  • September 5-14 – Floor session only. No committees, other than conference or Rules committees, may meet for any purpose.
  • September 8 – Last day to amend bills on the Floor.
  • September 14 – Last day for each house to pass bills.

AIA California staff will continue to advocate for the passage of our priority bills and monitor the happenings of all bills that our Board has identified as impacting the industry. s
